Function

The emissions of installations that participate in emissions trading are calculated at the end of each calendar year and are verified by an independent verifying body. Independent verifying bodies  are persons or companies who/which have been accredited by the Ministry of Agriculture, Forestry, Environment and Water Management according to the Ordinance on the Accreditation of Independent Verifying Bodies (Fachkundeverordnung für die Zulassung unabhängiger Prüfeinrichtungen). Every independent verifier has to register in the emission trading registry and apply for a user ID. Only after the verifier has been registered, operators can nominate this verifier when opening an account. The verifier enters the emissions of an installation into the registry by 31 March of every year for the previous year. Then, operators have one month to retire allowances in order to cover their emissions.
