Temporary blocking of the surrender of CERs and ERUs

Dear Madam or Sir,

We inform you that on the European emissions trading market CERs are circulating that operators have already surrendered for compliance purposes. This is problematic because CERs and ERUs may only be surrendered once in the European Emissions Trading System.

In the medium term the problem has been solved by a change of the Registry Regulation, which will however not enter into force before August 2010. In the meantime, the following interim measure applies as of Friday, 19 March 2010, 8:00:

The process for surrendering allowances, ERUs and CERs is suspended until further notice, except for the period between 19 April 2010, 8:00 and 30 April 2010, 24:00.

In addition, the European Commission has published a list of surrendered CERs/ERUs. This list is updated regularly.

Before you purchase CERs/ERUs we recommend you to check with the help of this list whether they have already been surrendered and can thus not be used anymore for compliance purposes.
