International system of registries

The Austrian emissions trading registry is connected with the national registries of other Kyoto Parties with an emissions reduction commitment via the UN’s International Transaction Log (ITL). In addition, the European Commission’s Independent Transaction Log (CITL) performs checks on transactions between European countries that participate in the EU Emissions Trading Scheme. ITL and CITL are no emissions trading registries, but transaction logs, which keep track of all issuances, transfers and cancellations of allowances in the national registries.

In order to guarantee the highest possible degree of security and to keep costs as low as possible, a nodal design has been selected. This means that there are no high-security connections between national registries, but all transactions between registries have to run via the ITL, which serves as the nodal point.
