The Union Registry (aircraft operator) will be unavailable on Friday, 10th February 2012 between 7 a.m. and 8 a.m. due to a scheduled infrastructure maintenance.30.01.2012
Today the European Commission has partially activated the Union Registry. Until the full activation, which is planned for June 2012, only account openings by aircraft operators and the allocation of allowances to aircraft operators will be possible in the Union Registry.
The access to the Union Registry and all information on how aircraft operators can open an account will be published on this website in the course of this week.

As we have already informed in the end of October 2011, aircraft operators will participate in the EU Emissions Trading System from 2012 onwards. For this purpose an aircraft operator account is needed in the Union Registry.
In 2012 the single Union Registry will start functioning and will centralize all accounts and operations in a single system under the EU Emission Trading Scheme (EU ETS) that until now have been carried out by the national Registries of the Member States.
The Union Registry will be activated in two steps as follows:
- As of 30 January 2012 the Union Registry will be partially activated in order to allow aviation operators to open accounts and receive free allowances by end February 2012.
- Trading of allowances will be possible from the full activation of the Union Registry. The full activation of the Union Registry, including the transfer of existing accounts from national registries, is foreseen to take place in June 2012.
The forms for opening an aircraft operator account will be available online in the new Union Registry from 30 January 2012 onwards. For the account opening there has to be an account holder and account representatives nominated. A minimum of two account representatives is required and at least one additional account representative whose approval is needed to carry out transactions. Account representatives have to be natural persons and have to be at least 18 years old.
For the full activation of an aircraft operator account in the Union Registry the account holder has to provide us with the supporting documents which are required. In order to facilitate the swift account opening of accounts in February 2012 we recommend the aircraft operators to send the supporting documents already now to ECRA by mail.
Training on the Union Registry
On 1 February 2012 ECRA and Umweltbundesamt will organize a training for aircraft operators
on the Union Registry in order to allow for a smooth account opening process and show aviation
operators how to handle the functions of the Union Registry. The training will be held in German
only. If you are not able to participate all the training documentation can be sent by e-mail. All
information concerning the training will also be published on www.emissionshandelsregister.at.

Referring to our information of 28 October 2011, European Commission had originally planned to start the EU registry around the turn of the year and to publish further information about exact timetable at end of November 2011.
According to the latest publication of European Commission of 30 November 2011, the EU registry will be opened in two steps. In a first step and as of 30 January 2012 the single registry will be partially activated in order to allow airlines to open registry accounts. The full activation of the single registry, including the transfer of existing accounts from national registries, will not take place before June 2012.

Due to the change in the timetable of the EU registry, ECRA and Umweltbundesamt have agreed to expand the time limit for delivery of supplementary documents by account holder, which are obligatory for the transition to the EU registry, until 31 January 2012.

We would like to inform you about future changes concerning the Austrian emissions trading registry. From 2012 onwards the national emissions trading registries for EU emissions trading will be replaced by an EU-wide Union registry (according to Article 19 of the EU Directive 2009/29/EC as to improve and extend the greenhouse gas emission allowance trading scheme of the Community). The preparations for the transition are already underway.
According to the European Commission the transition to the Community Registry will take place around the turn of the year. During the transition period your accounts and allowances will be automatically transferred to the new Union registry. All EU registries will be closed for a maximum of two weeks during the transition.
We will inform you about the exact timing for the transition, the conditions for accessing the
Union registry and its functionalities in due time.
